Course Instructors

William R. Tingle, P.G., CFM, CPESC
Mr. Tingle is a Professional Geologist and a Certified Floodplain Manager. He holds Bachelors and Masters Degrees in Geography and Earth Sciences. He has 19 years experience in local government including the last 10 years in floodplain management. Mr. Tingle is past President of the North Carolina Association of Floodplain Managers and currently serves as the Executive Director. He has worked closely with FEMA staff on various floodplain issues and is a member of the Association of State Floodplain Managers where he serves on a variety of committees. He has presented at a variety of conferences across the country and has authored numerous papers on floodplain management. Mr. Tingle has been a course instructor for four years and has presented over 25 workshops. Mr. Tingle has developed two instructional videos titled “The NFIP for Land Surveyors and “Sediment and Erosion Control”. Mr. Tingle received undergraduate degrees in Geography and Earth Science from UNC-Charlotte in 1997 and a Masters in Geography from UNC-Charlotte in 1981.


Fredrick Gore, P.E., P.L.S.
Mr. Fred Gore is currently the president of Civiltek Associates, P.A. where he is in responsible charge of all engineering and surveying projects for the firm having a principle office in Charlotte, North Carolina and branch offices in Raleigh and Boone, North Carolina. Most projects undertaken by the firm are land development oriented and involve engineering surveys, designs of roadways, grading and storm drainage plans, sewer and water plans and other necessary design work to successfully implement new construction. Prior to organizing Civiltek Associates, Mr. Gore served as the Field Services Division Manager for the Mecklenburg County Engineering Department where he managed a staff responsible for engineering plan review and inspection of all ongoing residential subdivisions, commercial sites and industrial projects throughout Mecklenburg County. With over twenty years experience in civil engineering and surveying Mr. Gore has extensive project experience in the design of infrastructure systems and environmentally sound methods of development. Mr. Gore has over eighteen years teaching experience in the civil engineering and land surveying fields. He has served as an instructor at Central Piedmont Community College in Charlotte. Courses have included Subdivision Planning, Hydraulics and Survey Law. Mr. Gore received a BS in Civil Engineering from West Virginia Technological Institute in 1976.


Patrick Garner, P.L.S
Mr. Garner is the owner of Patrick C. Garner Company, Inc. He has 20 years experience as a wetlands scientist and has performed hundreds of wetlands delineations and hydrologic studies. He has over 10 years experience as a course instructor and regularly teaches wetlands/hydrology workshops. He is a member of numerous professional and scientific organizations including the Association of Massachusetts Wetland Scientists, Rhode Island Society of Wetland Scientists, American Planning Association, International Association of Hydrogeologists, and the American Geophysical Union, Hydrology Section. Mr. Garner has authored several articles on wetlands and hydrology. Mr. Garner received a B.S. in Biology from Georgia State University in 1975.
